Migrating jaxb-maven-plugin to cxf-jxb-maven-plugin

Locale is missing.

You can use <additionalJvmArgs> of <configuration> parameters per execution or Plugin.

There you set -Duser.language=en -Duser.country=US and you get the generated doc-strings in your language.

You can also try to interfere much more beforehand with LC_* and LANG variables.
